How to enable PayPal Payouts for Non-US merchants (EMEA)

A simple guide to activating PayPal Payouts

Why am I seeing this message?

If you’re reading this, it means PayPal Payouts is not activated on your account, and PayPal requires you to contact their support team to enable it. This is common for non-U.S. merchants.

To proceed, you’ll need to email PayPal to:

  • Validate your PayPal account

  • Activate the Payout functionality

Fortunately, both steps can be handled through the same PayPal contact, and the process is usually quick!

How to request PayPal Payouts activation

To enable PayPal Payouts, email your dedicated PayPal Account Manager or PayPal support with the following details:

  • Your PayPal account email

  • A request to enable the Payout functionality of the REST API (attaching a screenshot of the error message may help)

  • A brief explanation that this API permission allows you to connect PayPal to Upfluence and pay influencers

What happens next?

  • If your PayPal account is already verified, PayPal will process your request and enable Payouts.

  • If your account is not verified, PayPal may ask you to provide additional documents (requirements vary by country).

Once everything is validated, you’ll receive an email confirming that Payouts is now enabled on your account.

How to verify that PayPal Payouts is enabled

  1. Scroll down to the Permission Name column.

  2. Look for Payouts – you should see two green check marks, confirming that the API is live.
